Governor Brown wrote in 1867, "Detention in the Separate Prison cannot be maintained beyond a year and a half at the utmost without serious injury to the health ...". It was acknowledged by the authorities in Van Diemen's Land as the ideal method of restraining the most "incorrigible and insubordinate" convicts.
